Commissioning of New Hospitals
The Commissioning function is responsible to supervise the entire pre / post commissioning activities for a new or existing healthcare facility. To ensure providing high-quality, integrated health services, necessary treatment through delivering patient-centered-care, safe patient outcomes and valuable use of resources and services while sustaining costs and responsive healthcare services.
The process of commissioning a new healthcare facility and monitoring of an existing healthcare facility relates to the management of time, costs, supplies, equipment, management of staff, systems, and quality of services provided in-order to ensure that the healthcare facility is utilized effectively while maintaining quality and safety to patients, staff and visitors. Commissioning activities must be planned, considered, documented properly and resourced throughout the entire stages, and governed by an agreed communication plan to ensure alignment between various departments and in accordance with Ministry of Health (MOH) regulations, policies and procedures.
The pre / post commissioning operations consists of six phases:
Phase One : Construction and Building
Phase Two: Pre-Operation
Phase Three: Hospital Operation Test and Rehearsal
Phase Four: Soft Opening
Phase Five: Actual opening
Phase Six: Post Operation
